You mean a writing pad? If so, take a look at http://www.wacom.com which is
probably the world leader in those devices. Remember, though, unless you're
on a Tablet PC what is created will be recognized as a large graphic in
OneNote and not handwriting like with a Tablet PC and the digital
recognizer.

You can of course use Onenote without any sort of Tablet. It was designed to
be used with or without a tablet. 95% of the features do not need a tablet.
