Can I use outlook for two email accounts, 1 bus, other personal.

My business outlook email uses a VPN and I'd like to have my personal email
also go to outlook. Is this possible?

Yes, but since your VPN probably won't be "always on" you might want to
setup separate profiles for this;
Control Panel-> Mail-> button Show Profiles...
