Yes and no
You can use the standalone
tool in Start=>Programs=>Microsoft Office Tools,
but don't use the Save as Compact HTML Add-in
designed for Word 2000.
In Word 2003 choosing
File=>Save As=>Web Page-Filtered will have basically
the same results from within Word as using the
MSFilter.exe (Office 2000 HTML Filter tool in
Start Programs) on an already saved Word web document.
The settings in Tools=>Options=>General=>Web Options
are used by the built in Word 2003 save as feature.
Using MSFilter.exe as a standalone does allow batch
processing and lets you make changes without setting
the Options in Word.
