can I use Word 2000 and Web Services Toolkit?

If I were to author the document in Word 2002, would a person with
Word 2000 be able to view it? Is the end user required to have this
Tool Kit installed?

What do you mean by "authoring", more exactly? As far as I know, a
"Web Services Toolkit" has nothing directly to do with how a Word
document is generated. Assuming you create the document by automating
Word, or by writing HTML (either "standard" or "Word-HTML"), then
anyone using Word 97 and onwards should be able to open it.

If you automate Word 2002 to write a document, anyone with Word 2000
should be able to open it. Whether they'll see the exact same thing
depends on whether you used any features in Word 2002 that are not
available in the earlier version.
