Can I access Outlook for my e-mails from another computer (over the Internet)?

Not if you've removed them from the server, and then only new emails in the
Inbox.

Depends, Outlook is a program that resides on the PC. It is merely a
method of viewing e-mail and storing a local copy of same. Please
clarify your question as to what you actually want to do.

What I would like to do is access the e-mails that I have going to Outlook
when I am out of town and using computers that belong to friends or
colleagues. Sounds like that's not possible.

How are said files going to Outlook? Are you on an Exchange server at
work? Or are you referring to your home e-mail and an ISP e-mail provider?

What type of Email account? It's easy to view new mail from anywhere if you
use IMAP, Hotmail/Live, or Exchange - but mail downloaded to outlook using
POP3 is more difficult, as are contacts and calendar in outlook. You'd need
to use a 3rd party utility and leave the computer on, with certain ports
open on the firewall.
