Can Junk E-Mail folder in Outlook 2003 be removed?

Important Client e-mails are going in there and Users are not checking this
folder. The Junk Folder is deactivated under the Junk Mail options but
important e-mails are still sent to this folder. Is there any way to get
rid of this folder completely?

No. Do they perhaps have a blocked senders list? Are you using server level
filtering?
You can disable the Junk E-mail filter as a policy and also keep the blocked
lists empty to prevent messages being delivered there. The rest is up to the
user (like not setting any rules that move it there etc...)
