Can layers be froze, so that don't move

I am trying to put layers on top of graphics, (the only way I have figure out
to type ontop of graphics if there is a better way let me know) but everytime
I go to add some ne welemnt elsewhere on the page the layer moves messing up
my entire layout. Is there a way to anchor a layer so that it can't move from
where I want it to be? Its not a published site, hopefully you can understand
my description enough to help me.

Made in Dreamweaver, I see.

The reason you are seeing motion on your page is that you have placed your
'layers' directly into table cells, as shown here -

This is close to the top of the list of "Bad things to do". One should
never place absolutely positioned elements directly into table cells. The
markup for these layers should all be moved out of the table cells, and
replaced immediately above the </body> tag on the page.

But there is another problem - using layers with 100% width tables. As the
table expands to fill the screen, some of your contents will move away from
the layers which are absolutely positioned. This will still likely cause
you grief.

I think you will have to reconsider your layout methods to go any further.

Why are you using layers at all?

I am actually using front page, I inserted a template that I have into
frontpage, I was trying to insert text over a background picutre, I have now
figurd out how to modify the picture and get the text into the picture so
that I won't need layers anymore, except for interactive buttons to link
pages with, but will the content I write in the picture, which has now become
part of the picture, count at all as content for SEO? I am in so over my
head. I justlove the template look, better then I can make on my own, just
trying to figure out how to get text onto it is driving me crazy.

It must have passed through Dreamweaver at some time, though, since the
javascript in the head is DW-specific javascript.
