Can MS Onenote annotate .pdf documents?

I use a Toshiba Portege 700 tablet PC and would like to annotate .pdf
documents. Does MS Onenote annotate .pdf doc's or do I have to buy a separate
PDF Annotator software program? I'm using windows XP and MS Office 2003.

I don't remember what exact features are available in OneNote 2003, but
in OneNote 2007 you can insert a pdf file as a printout and then take
notes on top of the inserted images.
There is no way to make changes directly to the pdf file from OneNote.
