Can MS Project Server 2003 track non-labor costs?

Is there a way in MS Project Server 2003 to track non-labor cost associated
with a project, and have it broken down into captial expense or orperating
expense?

There are a couple things you could do here. One is to try to make use of material resources. We set this up for vendor contracts where we had a fixed bid amount - which we could "consume" over time, but not necessarily at a constant rate.

You could also setup custom enterprise fields for the two cost categories you mentioned. These can be done at the task level (enterprise custom task cost fields) or the project level (enterprise custom project cost fields).I don't believe the custom field approach will provide you any ability to track costs over time.
