Can MS Project Server provide this?

Dear Group,

I wonder if someone could let me know if MS Project Server would provide for
this requirement out of the box? If not any ideas for a recommended add-ons
that would do this?

1. Cost tracking. In terms of resource utilisation over a period in
relationship to a project.
2. Seamless Integration with Outlook. Project time is updated in a person’s
Outlook Calendar. Tasks updated in a person’s Outlook Tasks.
3. Bi-directional integration with Outlook. If a person updates their
Outlook Calendar or Task item, it will be updated back in the Project.
4. Support effective time allocation of resources, based on clustering types
of resources in use and showing availability. For example if there are 3
Market Research personnel, would need to see if 1 or more is available for a
period when creating the project plan.
5. Time Sheet management. Show usage and availability of resources with
respect to all running projects.
6. Cost + Resource usage report.
7. Can MS Project automatically send a task request to people who are not
listed on the Exchange system that MS Project is integrated with?

Requires Com-Addin which is supplied with PS, so not native functionality of
Outlook.

You can match resources with identical skills/roles and then check
availability/capacity/work etc

I don't for definate, but I would expect so. PS only requires an SMTP
server (doesn't have to be exchange), so providing it can relay to an
external domain then I'd think this would be possible. Another thing you
would have to check is the external presentation and access of hyperlinks
within the email.
