No, because .pst files are for use by one user at a time. The second user who tried to write to it would get an error.

Maybe you need to look into an enterprise-level archiving solution?

In theory; yes. In practise this means that only 1 user can have a
connection to the archive file at any given time. Also note that storing
pst-files on a networkshare isn't supported or recommended by Microsoft. So
if this is for a situation where various users log on to the same
comoputerwith a locally stored pst-file it would work in practise as well.
