Can not access Outlook functions because of "missing data file" wh

I have set up outgoing and income mail w/ pop3. I know it is working because
i have done this w/ my pocket pc and am receiving and sending messages
without problems. When in outlook 03' will not allow me to create a e-mail
access calender, tasks, or contacts! Has anyone had this broblem? What can I
do to solve this? Any help please? (e-mail address removed)
