Can not apply Project Server 2003 SP2a

When I attempt to install Project Server 2003 SP2a (or SP2), a message
box pops up saying "The expected version of the product can not be
found on your system". I am currenty running Project Server 2003 SP1,
plus a hotfix described in article ID 893622. The machine is also
running SharePoint Services SP2 and SharePoint Poratal Server SP2.

I followed the directions in
http://www.microsoft.com/downloads/...FD-2965-4FAF-BD48-3CBCC5031E46&displaylang=en.
In step 1, the SQL scripts successfully completed. Step 2 failed.
