Can not connect from Pro to Srv

dear all:
i install the MicProj Srv and Pro on a single machine running WIn2003 Enterprise and SQL2000.(Stand along machine)
I create both windows and project authnication accounts, and i gave them full administration rights.
I can use those account to access the MWA, i set everything in Pro's Microsoft Office Project Server Accounts.
But I can not connect to the MicProj Srv, I only can post as non-enterprise projs, can not use enterprise features.
what is the problem?
