Can not create multiple PWA user accounts in one session

When creating more than one PWA user accounts, the Project Server database
seemed process the transaction fine. But when accessing a new created PWA
account, no account was created in the database. We had to close the session
and re-opened a new PWA session in order to create another user account.

Why PWA is acting this way?

Susan,

Try to create your PWA account via Professional. Log on to Professional as
Administrator or someone with write access to enterprise resources. Open
Enterprise Resources; add users using resource sheet. Once saved, the PWA
account should be created. Then, in PWA, adjust permission for the new
account.

This should be better to use if you are adding lots of resources at a time.
