can not draw objects, can not access page setup

I received an MS Word goverment form wich I need to fill in
Can not draw objects, can not change page setup and some other edi
fuctions.
How do I enable all these ?

If the form is protected, you'll have to unprotect it first (Tools |
Unprotect Document or click the padlock button on the Forms toolbar).
