Can not get an outlook.pst 2000 version to import to Outlook 2003

I use the OL 2000 wizard to create a contacts.pst file. then I try to use the
2003 wizard to import the contacts.pst file and OL 2003 will not bring the
data in. The last box before finish asks me if I want to import from the
existing personal folders contacts which is empty as this is a new computer.
Totally confused. I done this on OL 2000 before and had no problems exporting
or importing a contacts.pst file.

Why are you using importing and exporting? You use that only if you need to
convert to other file types.
You have no need to do that.
To what "wizard" are you referring? Your post is unclear.
PST files are Outlook's native file type. You can open any PST file in
Outlook. There is never any need to import or export them.
