Can not insert Latin Characters (Word 2003)

Usually MS Word contains an option to insert characters with a "macron".
Characters like "Ä Ä« Å«" are usually there in the "Insert Symbol" list. But I
can not find them on my Word. Aditionally the second selection field labaled
"subset" is also missing:

So instead of this:

My insert Symbol list is like this:

Please help me to add these additional characters to the list.

In the bottom right corner, change the setting from ASCII (decimal) to
Unicode (hex).
