can not maximize word2007 and excel2007

I am running Word 2007 and Excel 2007 on a machine that runs on custo
shell and when I minimize Word 2007 or Excel 2007, It does not give m
an option to maximize. I have to right click on the transparent bo
below and select restore or maximize.

I tested in using Notepad as the shell and samething happened. I ra
Word 2007 in safe mode and same thing happen. The interesting thing i
if I run Word 2007 in safe mode and click on Restore Down and manuall
drag it to make really small and then click on Minimize, the option t
maximize, restore up and close shows fine. If I minimize directly fro
a maximized window, it does not give the three options.

Any help will be greatly appreciated
