Can not send email using Outlook. Was working fine and then stoped

My Outlook was working great, then it starting conflicting with Symantec
Antivirus. It would not let any email out. So I uninstalled Symantec and
that was no help. With the Symantec uninstalled Outlook Times out, with
Symantec installed it will get a fault of 1003,9 from Symantec

Try removing your email accounts then add them back again. There might still
be settings left over from Symantec antivirus email integration.
