Can not update tasks in Admin Project

Admin Project can not be updated with accepted tasks.

I am the owner of an Admin Project "NON BILLABLE TIME 2005" that is used for
time off (vacations, holidays)

When I log into Project Web Access on my Home page this message occurs.

Updates
You have 3 task changes from resources pending for approval.

-----
I click on the link which then displays

View task changes submitted by resources

I click on <Accept All> and the column labeled Accept? now has the value of
Accept for each line.

Then I click on <Update>

Eventually MS Project opens for Project1.

But back in PWA this message occurs.

Some approved task changes cannot be updated in Project files.
Click view details for information.
If you rejected a task, the resource has been notified by e-mail.

Please save your Project files with the new updates.
The updated tasks will remain in the table until you save the project files.

The following projects were not updated correctly for the following reasons:

1. NON BILLABLE TIME 2005: Unknown error.

Has your Admin project been modified in Project Pro? For example, have you
ever changed the duration, work, or % Complete of any task? Have you changed
any of the task types?

I just saw this at a client engagement. They had a resource submit
zero hours (eg, 0h). I had the PM reject that and everything else
processed correctly.

Look for 0h in the timeframe and if you see an entry, reject it.
