Can not upload documents

It seems now I can log on as a Windows User. But I have a
couple of new problems:
1)When I try to open the douments, it says:"Microsoft
Project Web Access Documents and Issues are based on
SharePoint Team Services from Microsoft.
There is a problem establishing a connection with the Web
server running SharePoint Team Services. Please contact
your system administrator." We alreay set up the
SharePoint Team Services. What' wrong with it?

2) When I tried to creat a subweb for individual projects
( I understand this subweb must be first created before
uploading douments for the projects) through Admin -
Manage SharePoint Team Services subwebs, it says:" Error
Occured when creating subwebs. Subweb does not seem to
exist." What does it mean?Thank you so much for your time.

HP:

Did you run the proxycfg.exe utility? This post-installation step must be
run before Project Server can talk to STS.

From a command window, navigate to:

<drive>\program files\microsoft project server\bin\

Type the following command exactly as it appears including all quotes,
substitute your proxy server name if you have one:

proxycfg.exe -d -p "fakeproxy" "<local>"
