Can not view documents or issues in "other projects"

All,

Access to PWA is via windows authentication in this
environment. The users who are supposed to be able to view
issues and documents in "other projects" (projects that
they do not have tasks in (SharePoint role Microsoft
Project Browser)) are getting the dialogue box requesting
their user name and password, instead of being able
to "view" the documents or issues. Everything else with
PWA and SharePoint is working.
Any ideas what is wrong?

Unless you assign all your users ti the default role of
Browser in SharePoint, they will continue to get the
login because they are not assigned and set as browser
when the project is published.
