Can not view Fax in outlook 2003

I upgraded my office from XP to 2003. Now when I receive a fax from winfax
program, I can not view the fax. Even if I save it and try to open it, the
fax is blank. I try it on a PC with same configuration and it works fine. I
also tried to go to file types in folder options to force the change but
still does not work. I am not sure if this is a windows XP issue or Office.
The weird thing is if I use the miniview to open the fax, it works. I want
to be able to just double click the fax in outlook and be able to view it.

"winfax program?"
Clarify what you mean and why you think it would even integrate with Outlook
2003 for received faxes. That integration does not exist.
