Can notifications to resources be controlled....

..... by date.
We don't want to bury resources with a bunch of tasks & reminders all at
once. We want to see if we can set something up that only notify them a max
of 20 days out into the future that they have a task etc...

By default, everyone in Project Server is notified immediately when he/she
has a new task assignment in a project, or when a task assignment is
modified. Each team member could turn off these notifications by clicking
the "Alert me about my tasks and status reports" link on the Home page of
PWA and then deselecting the the two options in the "Send e-mail immediately
when..." section of the page. I'm not sure this is prudent, however, as I
believe people should at least receive notifications about new task
assignments. Team members can also set up reminders in the "Send e-mail in
the specified frequency..." section by selecting the "Alert me ___ days
before my tasks start" option and setting the value to 20 days. Hope this
helps.

or How can the Administrator set the default alert settings for each team
member?

No, there is no way that the Administrator can set the default settings for
every user. Sorry.

Most things like this can be accomplished using a SQL query if you've got
the SQL skills and the time to tackle the database.

We have found that by using New and Changed Assignments for the initial
publish, the end results are the same but you can uncheck the box to notify
everyone by email if desired. We do that for an initial load and test before
we start send out assigmkent emails.

Also, the PM settings on his/her email settings will override the resource
settings, so they can nver really turn it off if the PM wants them to receive
notices.
