Can I use office 2000 programs and open docs and
spreadsheets etc... created with office 2002?

The answer is generally yes; although any of the new or unique file features
of the Office 2K2 docs would not be retained and in some minor cases if
there are VBA routines associated with the files there might be problems if
a new property or method of the Office 2002 object model was used in the
code. The only real exception to this is with Access, where if an Access
2002 formatted db is created, then it can not be opened in Access 2000,
however Access 2002 can create Access 2000 formatted databases.

The simple answer is yes. The file formats for Word and Excel have not
changed since Office 97. There are some features implemented in later
versions of Office that will not be accessible in documents transferred from
a later to an earlier version. You might want to set some options in Tools >
Options > Compatibility if you encounter problems.
