Can Office Access make a good insurance agency management system?

I was wonmdering if anyone had a good template or suggestions for an
insurance agency mangement system

That's a bit like asking "Can Excel make a good accounting package"...

Sure, it can; it'll be a lot of work. You are very unlikely to find a template
at all, much less one that is tailored to your specific needs (an auto
insurance office database for New York State will look very different from a
health insurance database for New Zealand).

You will either need to learn a good bit about Access yourself, or hire an
expert (check their history and credentials first!) to build you one; or
purchase some commercial insurance agency software (no, I don't have any leads
for such, talk to your colleagues and underwriters about what they use).

Yes, of course they can. It all depends on the architect.

Without offering offense to any "good architects", I'd point out that
architects typically design the structure.

The folks who actually swing the hammers had better be pretty good!<g>
