No, this is not possible.
OneNote works heavily with the Registry an therefore can not be run only
from the system on the computer itself.
Also can the notes themselves be stored on storage card?

Yes, this can be done.
But it takes a special way of working (data files on the stick only, not
on the computers involved).

My mistake.

I simply missed that the question began in the subject ...

1.) I can not say if it might be possible to install ON Mobile on the
storage card of PDA/Smartphone.

You would just have to try it out.
Should during the install a dialog appear which offers the possibility
to store somewhere else the main memory, just try it out.

2.) On my PDA I can not find any option as far as the storage is
concerned.
So I assume that there are no options for an alternative storage
location will be available.

I'm sorry for not being able to say more and for things myself.
Things are running and in so far I do not want to risk spoiling things
(never change a running system).

Actually, I believe my system (Dell Axim X51) has OneNote installed on
the CF card. I use a 2Gb CF card to install applications, and a 2Gb
SD card (the system takes both at the same time) to store files and
such.
