Can onenote recognize scanned handwriting

I run OneNote with service pack one. Handwriting recogniton would be
helpful. I have two questions.

1. Should OneNote work with a Wacom board or do you have to have a Tablet PC?

2. If I hand write my notes on wite paper and scan them, can OneNote
recognize the scanned writing? Writing on paper would be much easier for me.

Unfortunately no.

OneNote does not have a handwriting recognition engine built-in. It
relies on the Tablet PC OS to provide that function.

You must be running OneNote on a Tablet PC in order to perform
handwriting recognition.

Scanned handwriting won't be recognized, even on a Tablet PC. You would
need to retrace the handwriting so that it is in Ink (the Tablet PC
datatype which can have HWR performed on it).
