Can only open files from in Excel, not from double clicking on the

I am unsure how but one of the machines at work can not open an excel file by
double clicking on it. The files open fine if you fire up Excel and then
click OPEN and navigate to the directory and open it from there but if you
try to open the file excel loads up and then comes up with a message
specifying "The file C:\test.xlsx can not be found." regardless of location.
None of the other office applications are effected only excel and the
application defaults are all set up properly.

System is a new HP business workstation notebook Vista Business SP1, and
office version is 2007. All updates are done.

Try Excel Button > Excel Options > Advanced > General Section > Untick
"Ignore Other Application using Dynamic Data Exchange (DDE)"

Here are some notes I made of a reply made by Dave Peterson to the same
question long ago

Cannot open Excel file ?
Sometimes one of these works when you're having trouble with double clicking
on
the file in windows explorer:

EITHER

Tools|Options|General|Ignore other applications (uncheck it)
But in XL2007 that will be found in Office | Excel Options .....

OR

Close Excel and
Windows Start Button|Run and type excel /unregserver
then
Windows Start Button|Run and type excel /regserver

The /unregserver & /regserver stuff resets the windows registry to excel's
factory defaults.
