can open pptx with ppt 2003 but cannot save as 2003?

Hello,

I can open a PowerPoint file in PowerPoint 2003 but when I try to save
it as a PowerPoint 2003 type file I get the error message "You are
attempting to save a file that is blocked by your registry policy
setting".

This is even after using MS's advice on hwo to change resistry
settings to create a folder which will be exempt from this
restriction.

I had to install the MS Office converter in order to open the pptx
file.

Is it possible to save as a 2003 version?
