Can Open Some Shared Contacts But Not Others

I have set up a user with Reviewer permissions on another persons's Mailbox,
and Owner permissions on the Contacts folder. While some contacts open just
fine, double-clicking to open certain contacts produces this error message:
"You do not have sufficient permission to perform this operation."
I get the same result regardless of which PC she's logged into.
Another user has the same access, but CAN open ALL the contacts.
The contact is not marked private.
Outlook 2003
