Can outlook 2003 read IE cookies?

Hi all. Does oulook 2003 have access to IE's cookies? we embedded a
tracking image in an html email so every time outlook opens the email
it makes http requests to a server and it seems like outlook 2007 can
actually make the requests with cookies from IE whereas outlook 2003
cannot.
