Can "Outlook Bar" be permanently disabled?

My company is starting to heavily use Public Folders
within Exchange.

I have a few users who will constantly turn the Outlook
Bar view on; turn off Folder List View, and of course miss
important information that they don't see from Folder List
view.

Is there any way to permanently disable this view?

Yes it can be via a registry setting but why do you want to hamstring how
the employees work? If it is more efficient for them to use the Outlook bar,
why not let them but institute some training on how to add PFs to a new
Outlook Bar group?
