can outlook be set up to work with a web calendar

I use outlook on both my desktop & laptop w/o an exchange server. I want to
use my ISP's calendar system that I get with my email account (as well as
notes & to do list), but I don't know how to (or even IF) they can sync. Is
this possible and if so how?
