can Outlook block emails at server level; not download filter

I sent the below to my ISP and they posted the reply below it. I thnk that
they are incortrect and there is no way for Outlook to block at server level.
Would love to be wrong

....is there is a way that I can not even receive the email. i.e. block
it at the server. If I have to delete it, even by an automatic rule,
that means that I have downloaded it and have received it even if I
have not been forced to read it. I do not believe that Microsoft
Outlook (which I use as an email client) allows me to block a sender
and not download an email from that sender; rather it downloads it and
then deletes it. If you know of this feature in Microsoft Outlook perhaps you will share it with me. I wish to specifically know if there is a way that I can block them and not download them.

In Microsoft Outlook you can create a rule for it.

There is no way for Outlook to create a server-based rule (I am not
quite sure how Outlook handles Exchange serve rules, so if your ISP
offers an Exchange server, then I might be wrong).
Your ISP needs to have appropriate server software to make this happen.
