For import into Pub 2007...converting .pdfs to an
image format is still the best option.

When you import any unsupported filetype into Publisher through Insert >
Object, what you get is an OLE object. What this is is entirely up to
the OLE Server - probably Acrobat/Reader in this case. It isn't under
Publisher's control at all. Possibilities seen in this group range from
no support at all (just a PDF icon appearing instead) up to
full-resolution support. I've not spotted any correlation between the
outcome and other factors. The only way to RELIABLY import PDFs into
Publisher is to convert them to a supported image format rather than
relying on OLE objects.
