Can plans be moved from MS Project to MS Project sever?

Hi

I am in the process of implementing MS Project Server and was wondering
whether Project Plans from the MS Project Desktop can be moved to MS Project
Server.

Yes. The correct process is to import these local projects into Project
Server using Tools - Enterprise Options - Import Project to Enterprise. In
the Import Project wizard, pay special attention to the step where you match
local resources in the project with enterprise resources in the Enterprise
Resource Pool. Hope this helps.
