Can Publisher print 4 post cards to a sheet with different mail merge data on
each of the post cards?

I would use third party product called FinPrint
http://www.fineprint.com/

They have a demo you could try
Frinprint let add A4 pages & reduce to what you want - if you can mail
merge the data into Publisher as you print each page then the 4 cards will
be on each sheet - I'm not an expert.
