can receive but not send: cannot create file for your message 1003,11

Hi

I was sending out some emails today (about 4) and opened one whilst
mid send, which crashed everything. Now I can't send out - symantic
message suggesting I switch off norton; followed by a plain refusal
"this message could not be sent because it rejected you as the sender"
Server response 550 relay not permitted" / "Server Response '452 4.3.0
cannot create file for your message (createUniqueMsgId failed with
error 121)

any suggestions - pretty desparate.
