Can receive emails; can't send - Pop Server not available

I am receiving emails and can't send. Error message - Pop Server not
available. TCP/IP connection was unexpectedly terminated.
This problem started all of a sudden and persisted for 1 day. The problem
just all of a sudden resolved itself. I think this is happening
intermittently.
Does anyone have an answer?

Probably problems at your email ISP or with your network connection.

Try microsoft.public.outlook. This is a BCM group and BCM does not
manage email.
