Can send but not receive e-mails

Last Tuesday, Feb 17th, I signed on as usual and received several e-mails.
I did not close the program when I went to lunch. On my return, my computer
was asking for my sign in password. Evidently Microsoft had downloaded some
updates and rebooted the PC.
Since then I can not receive messages. I get the following error message
when trying to receive:

Task 'Freds Email - Receiving' reported error (0x800CCC90) : 'Your incoming
(POP3) e-mail server has reported an internal error. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP). The server responded: -ERR problem retrieving message.'

I have contacted ATT, my isp, and they had me delete my account and add a
new one. We went over all of the settings and they are all correct but I
still can not receive messages.

Fortunately I can get them on my Yahoo account.

Please tell me what is wrong and how I can fix it. I am willing to
uninstall Outlook as long as I can maintain my Personal Folders and all the
data that is in them.

What's wrong, if one is to believe the error message you received, is that
your ISP's POP server is having an INTERNAL error. The server, itself, is
having trouble retrieving the message you've requested it to send you. This
is a SERVER problem and has nothing at all to do with Outlook or how you
have it setup. Did you inform ATT that the error is from their server and
that their server is reporting it has an internal problem? If you did and
ATT still had you adjust Outlook settings, that particular customer service
person is an idiot. Call them back, tell them again that their server is
reporting an internal error and do NOT allow them to suggest the problem is
on your end. At worst, you might need to use their web interface (assuming
they offer one) to delete the problem message from the server. If the
server is really having trouble, this may not work either and ATT will have
to break down and go look at and fix their faulty machine
