How can someone see all the tasks and subtasks of the projects embedded in my
master project plan without having access to those embedded projects and
without saving the plan as HTML or another viewable format?

Hi Cindy,
When a user expands the inserted (embedded) project summary name in a master
project, the link to the source project is refreshed. If you store the
subject on your local drive, I don't believe another user viewing the master
file can see the information.
You can choose to just show the information from the source file (with no
link) by double clicking the Project Summary task to display the Inserted
Project Information dialog box. Click the Advanced tab and remove the check
in the "link to project" check box. However, any changes to the source file
will not refresh to the master file.
Hope this helps. Let us know how you get along.

They can't. If they do not have access to the sub-project files, they can
not open them.

Yes, they can, provided (as with any plan) that they have MS Project
installed on their system.

Thanks all! A combination of your three responses told me everything I
needed to know.
