Can the Change Owner feature be assigned to another user?

I have a remote user with restricted admin permission (a specific security
template and a specific group). I would like to grant this user permission to
change the owner of the projects he manages.

Is this an administrator only feature? I am looking the security template
for the admin group and I cannot locate it as a feature.

If you want the manager in question to be able to change the Owner of his
own projects, you must grant him the Manage Enterprise Features permission.
