Can the info displayed when hovering over an HTML link be changed?

In Outlook 2000 we did not see the URL, but we saw the ALT tag. Now the URL
displays. Can this be changed? Also, in some cases, both URL and Alt tag
shows, in others (depending on the size of the graphic) only the URL shows.
