Can this be done?

Can this be done using an Excel worksheet function or will
I need to write a macro instead?

I have 25 cells in a row. Each one containing a number
from 1 to 25. I want to be able to pick from a list of 1
to 25 for the first cell. Lets say I pick 20, then in the
next cell the popup list would be 1 thru 25 excluding 20.
This would continue until I get to the last cell, in which
there would be only one number left in the list. These
cells would not neccesarily be filled out in order either.

You should be able to use a variation of the Data Validation technique
shown here:
