True, but there's always a workaround. you can save a OneNote page as a Word
or Webpage and then convert that to PDF. Ideally you'd have a macro to do
this.

Yes, or you could just print a OneNote file to a PDF writer - either the
official Adobe one or one of the free ones that are available like
PDFCreator.
You aren't using OneNote to create the PDF document, and that was the
question. Sure, there are third-party applications to do this, but OneNote
does not natively furnish the system to do so.
