Can View Project Plan but not Workspace

I have published a project plan and a workspace but my Portfolio Manager
above me in the RBS cannot open my workspace (they can open the project
though) - any ideas why this might be?

Steve:

Let's start with the version of Project Server you are using, along with the
patch levels, and describe the group membership of your portfolio manager.
