I am looking for a way to make building plans for ramps and decks for
handicapped people can I use visio to make the lay out and design of the
construction plans.

Visio has various drawing tools available, rectangle, line curves, ellipses,
etc. That you can combine to make your shapes. Also, you can group and slice
and combine and union shapes together (see: Shape > Operations)

Visio supports scaled drawings.

You can save your shapes as masters in a stencil (the green thing), so you
can build your own library.
