Can we avoid a set users to edit the look up values

Hi,
Is there any way we can protect the Look up values just like how we do in
EXCEL sheet. ie preventing users to edit the values in the Look up list?

You can limit the user so they must select an item on the list. However,
there is no way to prevent the user from right clicking, select customize
fields and then having them add their own value to the list that way.

Project has no internal protections, you can password protect the entire
file only. Once someone is in the file, it is an open book... every bit of
the file. Bummer.
